OAKLAND, Calif. - Eight people, including four California motor vehicles employees, were charged in a bribery scheme to provide driver's licenses and state ID cards to illegal immigrants, prosecutors said.

About 200 fraudulent licenses and identification cards were issued at a cost of $3,000 to $4,500 each, according to a federal indictment unsealed Thursday.

Frances Aliganga, who worked for the state Department of Motor Vehicles, allegedly conspired with Veronica Rivera, 53, in the cash-for-licenses scam from late 2003 until two months ago.

Rivera allegedly provided fraudulently obtained Social Security numbers for people to use in their DMV applications and Aliganga then granted the licenses.

Other DMV workers charged were Brachelle Fifer, 43, Stephanie Denise Davis, 37, and Leneka Pendergrass, 27.
