UN Conference To Promote Global Taxes; Bush Will Attend

(CNSNews.com) - A United Nations conference this month will ask world leaders, including President Bush, to consider global taxes to finance increased foreign aid spending.

The March 18-22 International Conference on Financing for Development in Monterrey, Mexico, is organized by the U.N. with the participation of the World Bank, International Monetary Fund and the World Trade Organization. It will mark the first-ever "summit-level" international conference on global development, and Bush is one of more than fifty world leaders scheduled to attend.

The conference will be preceded by a March 14-16 "global forum" of non-governmental organizations (NGOs) committed to "Financing the Right to Sustainable and Equitable Development."

However, these meetings will take place amid controversy.

A recent study conducted by the U.N. High Commissioner for Refugees and Save the Children of the United Kingdom revealed that some humanitarian assistance was provided to refugees in Africa, mostly children, in exchange for sex.

In Guinea, Liberia and Sierra Leone, workers from international and local NGOs and U.N. agencies, including U.N. Peacekeeping forces, were allegedly "using the very humanitarian aid and services intended to benefit the refugee population as a tool of exploitation," their report said.

Also, according to Dr. Norbert Vollertsen, a German doctor who spent 18 months inside North Korea, foreign aid funneled through the U.N. and intended to feed starving people in North Korea is instead being used for military purposes and to prop up that country's Communist regime.

Nevertheless, the push is on for a global tax to guarantee more foreign aid money.

Although the U.S. Mission to the U.N. claims to have worked to eliminate references to global taxes, the final conference document still recognizes the value of "innovative sources of finance."

United Nations Secretary-General Kofi Annan issued a January 2001 report identifying them as "currency transaction taxes" on a national and global basis which could finance "social development and poverty eradication programs" around the world.

Annan commissioned a High-Level Panel on Financing for Development, headed by former Mexican President Ernesto Zedillo and including former Clinton administration Treasury Secretary Robert Rubin. The panel issued a 72-page report last June proposing an International Tax Organization (ITO) and an "adequate international tax source" for global spending programs.

One idea is the Tobin tax, named after Yale University economist James Tobin, which would target transactions in the foreign currency markets that currently total between $1.2 trillion and $2 trillion a day.

Supporters call the Tobin tax the "Robin Hood tax" because it supposedly taxes the rich nations to benefit the poor. But it would also affect the IRAs, Mutual Funds and pension plans of ordinary Americans that have money invested abroad.

Rep. Peter DeFazio, (D-Ore.) and Senator Paul Wellstone, (D-Minn.), introduced a resolution on April 11, 2000, calling for implementation of Tobin-style taxes. A "Tobin Tax Campaign" in the U.S. also counts the AFL-CIO, Friends of the Earth, and the World Federalist Association as supporters.

While not openly endorsing the Tobin tax, the foreign aid lobby known as InterAction expressed alarm that the Monterrey conference document deleted a reference to "the need" for an ITO, which it described as "a powerful global authority to monitor capital flows ..."

InterAction, a coalition of American-based NGOs that receives $1 million a year in federal funds, includes organizations such as Catholic Relief Services, CARE and Save the Children, which separately receive millions of dollars in additional federal assistance.

In a Feb. 12 news conference, InterAction charged that the Bush Administration's foreign aid budget had "very serious inadequacies."

But Treasury Secretary Paul O'Neil has said that, "Over the last 50 years the world has spent an awful large amount of money in the name of development without a great deal of success." A 1995 U.S. Senate Foreign Relations Committee report said the cost of foreign aid for the U.S. over this period has been $2 trillion.

Globally, NGOs have been working with developing countries known as the G-77, the "Group of Seventy-Seven at the United Nations," which retained its original name even though it has grown to 133 nations, including Communist China, Cuba, Iran, Iraq and North Korea.

At a G-77 summit in Havana, Cuba, two years ago, Cuban dictator Fidel Castro endorsed the Tobin tax, saying a minimum one percent tax on currency transactions "would permit the creation of a large indispensable fund" of $1 trillion annually to promote Third World development.

French Socialist Prime Minister Lionel Jospin supports the Tobin tax, while the German Ministry for Development recently issued a report claiming that its implementation is feasible. The German study said the tax could be imposed by the European Union on foreign currencies, prompting the U.S. to take the same action.

On Monday, the 18th of March, the United Nations will begin a four-day conference in Monterrey, Mexico, to discuss ways of taxing the world. Quite simply, the UN wants the ability to tax citizens of the United States and other nations on an individual basis.

Next week, March 18 through March 21, is going to determine whether liberty continues to exist in the world or whether everyone will fall pray to the schemes of the United Nations to become a one-world government imposing a New World Order.

My friend, Henry Lamb, the chairman of Sovereignty International, recently wrote about the similarities between Hitler´s mad dreams of global dominance and the United Nations´ careful, slow creep and crawl toward the same goal. In the end, just as the United States and its allies put an end to Herr Hitler´s villainy, the US remains the only power on Earth capable of ending the nightmare of enslavement by the global government plotters and schemers in the United Nations.

To make the bad news worse, President Bush will be among the more than fifty world leaders who will attend the event. Will he sign off on this most dangerous threat to our national sovereignty?

Consider the list of world conferences the United Nations has sponsored in just the passed decade. Conferences on children (1990); on the environment (1992); on human rights (1993); on global governance (1993 & 1995); on world trade (1994); on world population (1994); on social development (1995); on sustainable development (1995); on women (1995); on human habitats (1996); on global warming (1996); on the International Criminal court (1998); and its Millennium Assembly and Summit in 2000. There was an aborted conference on racial prejudice in 2001 that was so filled with hatred it swiftly sank into the mire of its own hypocrisy.

Let me borrow a sentence from the Declaration of Independence, by action of the Second Continental Congress, July 4, 1776: "But when a long train of abuses and usurpations, pursuing invariably the same object, evinces a design to reduce them under absolute despotism, it is their right, it is their duty, to throw off such government, and to provide new guards for their future security."

The United States fought the War of Independence over the issue of "taxation without representation." Who represents you at the United Nations? A single appointed ambassador! With one vote in the General Assembly!

Next week, in Monterey, Mexico, the UN High Level Panel of Financing Development will meet. The United Nations was set up to be financed by dues from its member states, but the UN has been cautiously working toward becoming financially independent of its own members by imposing a series of taxes that would increase its income by trillions.

These taxes would include those on international and other air transportation, the use of all coal, oil and natural gas, taxes on all currency transactions, and a dozen others they have lined up such as taxes on weapons exports, the Internet, and who knows what else?

The UN Conference in Mexico will propose consolidating all international financial and development institutions under its control. If the UN were to control which nations receive development funding and which do not, it will have a total chokehold on the future over every nation. It will even propose that immigrants will have to pay taxes not only to their new nation of residence, but the one from which they may well have fled!

With trillions, the cabal that runs the United Nations would no longer have to take notice of the United States or any other nation. It would soon be putting together its own vast military force capable of invading any nation to impose its will. The UN already has an International Court that already claims jurisdiction over every nation and its citizens, even if that nation is not a signatory to the conference that created it.

What is at stake here is the prospect of raw, unlimited power in the hands of people who are not elected by anyone other than themselves, if they can get their hands on the money to achieve this goal!

Who would support such an obscenity? How about former President Clinton´s Deputy Secretary of State, Strobe Talbot, who said, "Nationhood as we know it will be obsolete, all states will recognize a single, global authority, and national sovereignty wasn´t such a great idea after all."

Multiply Talbot by the unknown, countless people in Congress and elsewhere throughout our government, along with others ranging from openly communist or socialist organizations to so-called environmental organizations, the people who run multinational corporations who see profit signs if there are no borders or restraints, the mysterious clique who run some of the nation´s wealthiest foundations, and all the others who see themselves acquiring power and wealth under the aegis of the United Nations.

No single event occurring in the world during the second week of March 2002 has the importance of this United Nations conference. Unless its goals are utterly defeated, the rights of the citizens of the United States of America, as defined and protected by our Constitution, will disappear and, along with those of every other citizen of the world, we shall become the slaves of the UN.

Toward a wilderness utopia

Few people know – including most congressmen – that the management of 73,270,583 acres of the United States is determined by 34 non-Americans, who are elected by the United Nations Educational, Scientific and Cultural Organization. This land – larger than Tennessee and Kentucky combined – is distributed in 47 U.N. Biosphere Reserves, managed according to principles and guidelines established by the Man and the Biosphere International Coordinating Council, and set forth in the "Seville Strategy" and the "Statutory Framework."

The U.S. Biosphere Reserves are a small part of a global network of 411 similar reserves, which are the starting point for the implementation of the U.N. Convention on Biological Diversity.

Each Biosphere Reserve consists of a "core wilderness" area, surrounded by a buffer zone, managed for conservation objectives – both of which are surrounded by an "outer" buffer zone, also called a "zone of cooperation." The function of a Biosphere Reserve is to continually expand, and to eventually "connect" with each other through "corridors" of wilderness.

The Southern Appalachian Biosphere Reserve was designated in 1988 as the 517,000-acre Great Smoky Mountain National Park. Today, the U.N. lists this reserve as 36,727,139 acres, with the zone of cooperation reaching from Birmingham, Ala., to Roanoke, Va. Neither Congress, nor the legislatures of any of the affected states, debated or approved the designation or the management plan.

At the first meeting of the delegates to the Convention on Biological Diversity, Peter Bridgewater, then-chairman of the MAB Council, offered the network of Biosphere Reserves as the beginning of implementation for the Convention. The United States has not ratified this treaty. Nevertheless, our land is being managed as if we were a party to the treaty.

The ultimate objective is to convert as much as half of the land area of the United States to "core wilderness areas," which are off-limits to humans, with government management of most of the remaining land "for conservation objectives." This leaves only "sustainable communities" for people, which are described by Science magazine as "islands of human habitat surrounded by wilderness."

This scenario is not idle speculation. The plan is well documented in the 1,140-page U.N. publication Global Biodiversity Assessment, which names "The Wildlands Project" as central to the management scheme required by the Convention on Biological Diversity. The Wildlands Project, developed by Dr. Reed F. Noss, under contract with The Nature Conservancy and the Audubon Society, calls for "at least half" of the lower 48 states to be set aside as wilderness. Through an incredibly well-orchestrated campaign, hundreds of foundation-funded so-called environmental organizations, assisted by federal and state agency personnel are working to see that land is converted to wilderness, corridors to connect the wilderness areas are developed, and regulations are put into place to control the use of "buffer zones." Still, there has been no congressional debate or approval of this land management regime.

Congress has looked only at small segments of the land management regime in isolation – never at the total picture as described in the "Seville Strategy," the "Statutory Framework," the "Global Biodiversity Assessment" or the "Wildlands Project." Consequently, the nation's land is being transformed into a utopian vision conceived by a handful of international socialists.

Just as the nest of environmental extremists have worked to expand the Southern Appalachian Biosphere Reserve, another nest is working to expand "Yellowstone to Yukon," an area that contains several Biosphere Reserves, and seeks to control all the land between Utah and Alaska.

When the New World Mine was on the brink of satisfying more than $33 million in permit requirements, the Greater Yellowstone Coalition, with assistance from the Clinton administration, called upon UNESCO to declare Yellowstone to be "in danger" and thereby triggered regulatory authority to stop the mining operation, even though it was on private property.

The Mexican-border area is also a hot-spot of expansion for U.N. Biosphere Reserves, including a border region that reaches 62 miles on either side of the border. A major goal here is to eventually eliminate the border altogether. Development activity in the region that utilizes federal or international funds must be approved by a committee of un-elected environmentalists and agency bureaucrats.

Environmental extremists think this situation is wonderful. They have been working for years to achieve this result. Far too few people – including congressmen – are even aware of the transformation, and don't want to be bothered by the evidence. Therefore, day by day, our land of the free is being transformed into the land of government control.

Where national security is slipping

     The war on terror has made President Bush popular — proof Americans like presidents who stick up for their country.
     Liberals are upset. They believed they had besmirched patriotism with "McCarthyism," jingoism and xenophobia, thereby destroying patriotism as a political force.
     Patriots themselves were intimidated by liberals and driven to operate behind materialistic concepts such as "national interest" and to cover even this motive with U.N. or NATO approval.
     We can thank Osama bin Laden for shutting up the liberals. I haven't seen so many American flags since a July Fourth celebration in 1949.
     But is the war on terror the right war? Why is bombing Muslims in Afghanistan more important than defending our borders from a silent invasion, and defending equality in law from race and gender privileges?
     On both of these war fronts, the Bush administration is failing abysmally. Even the U.S. armed forces have become bailiwicks of discrimination against white males.
     Earlier this month, U.S. Federal District Court Judge Royce C. Lamberth declared unconstitutional the Army's officer promotion policy on the grounds that it "undeniably establishes a preference in favor" of women and nonwhites, while passing over qualified white male officers.
     Think about that for a moment. White males laying down their lives in defense of a country that intentionally discriminates against them. That is patriotism run amok: "My country right or wrong, but my country."
     Terrorists in Afghanistan can do us no harm. It is the ones in the United States who are dangerous. A suicidal immigration policy has filled the country with al Qaeda "sleeper cells" and a multimillion Muslim population in which they hide. Here is where the war on terrorism should be focused.
     The United States has ordered 314,000 illegal aliens to be deported, but law enforcement cannot find them. If President Bush has his way, we would not be able to deport them even if we could find them.
     President Bush wants something to take to Mexican President Fox when he goes to Mexico on March 22. The gift he has in mind is for Congress to pass a Section 245(i) extension that, in effect, institutionalizes illegal immigration by allowing an illegal alien to pay the Immigration and Naturalization Service $1,000 for a green card. The legislation passed the House of Representatives Tuesday evening.
     How can this right be granted to a Mexican illegal alien but not to one from the Middle East?
     Congress has been looking at Mr. Bush's 82 percent approval rating, and this has inclined members to give him what he wants. Once the United States is a Mexican province, bin Laden will have achieved his goal of destroying the country by focusing us on the Middle East while we are overrun by a silent invasion aided and abetted by Mr. Bush.
     Things have gone a lot further than we realize. Are you aware, for example, that for the first time in our history, a debate between the two candidates for the Democratic nomination for governor of Texas was conducted in Spanish? The two Democratic candidates, Dan Morales and Tony Sanchez, acknowledging demography to be destiny, campaign for the Texas gubernatorial nomination in a foreign language. If this isn't reconquest, what is?
     The war on terror is the wrong war and one badly fought. We seem headed for an Orwellian National ID card. The card's advocates want it to contain fingerprint and retina information, to serve as a mandatory travel pass, and to contain a record of travel patterns and medical, criminal, tax, child support and financial information. The card also would serve as a means of payment in lieu of cash, be linked to all federal agencies and be capable of being instantly disabled at the government's discretion, thus rendering its holder unable to travel or make payments.
     Such a card, together with bureaucratic foulups and the rapidly growing tendency to criminalize misdemeanors, would result in a large number of Americans finding themselves unable to function in society. Life in the United States would become more oppressive and arbitrary than in Afghanistan under the Taliban. Our collective insecurity would be far greater than terrorists could inflict.
     We cannot be safe unless we protect our constitutional rights and our borders.

THE LETTER FROM

We have ways of dealing with resisters. I am only telling you this now, since it is much too late to turn things around. The days of putting a stop to us have long since past. We have full control of the earth and its finance, along with the major media propaganda, and there is simply no way any nation or power can defeat us. We have eyes in every level of government in every nation of the world. We know what is being planned, for our ears and eyes are ever present. State secrets are fully known to us. China recently accused the media in the U.S. of lying about Kosovo. Oh, you silly people, of course we lie. In this way we can keep the people unbalanced and always facing controversy which is very helpful to us. Have you not seen the talk show spectacle? Some of you believe we are the liberals and the good people are the conservatives. In reality, both serve our purposes. Each camp merely serves with the stamp of our approval but they are not allowed to present the real issues. By creating controversy on all levels, no one knows what to do. So, in all of this confusion, we go ahead and accomplish what we want with no hindrance. Consider the President of the United States. Even though he regularly breaks every known check on his power, no one can stop him. He goes ahead and does whatever we want him to do anyway. The Congress has no power to stop him. He does what we want since he knows if he does not, because of his rather dark character, we can have him removed in a moment's time. Is not that a rather brilliant strategy on our part? You cannot take us to court because you can't see us and the courts are our servants as well. We run everything, yet, you do not know who to attack. I must say this invisible hand is wonderfully devised and without any known historical precedent on this scale. We rule the world and the world cannot even find out who is ruling them. This is truly a wonderful thing. In our media we present before you exactly what it is we want you to do. Then, as if in a flash, our little servants obey. We can send American or European troops to wherever we like, whenever we like, and for whatever purpose we like, and you dutifully go about our business. How much more evidence do you need? We can make you desire to leave your homes and family and go to war merely at our command. We only need to present some nonsense to you from the president's desk or on the evening news and we can get you all fired up to do whatever we like. You can do nothing but what we put before you. 

YOUR VAIN RESISTANCE When any of you seek to resist us, we have ways of making you look ridiculous as we have done with your militia movement. We have delighted to use this movement to show the world how impotent any resistance is. They look so silly marching around with their guns as if they were some match for our military. Look at what we did near Waco. Did the Davidian's little store of weapons help them? We have generously taxed you and used that money to make such sophisticated weapons you can in no way compete. Your own money has served to forge the chains we bind you with, since we are in control of all money. Some of you think you may escape by buying some land in the country and growing a garden. Let me remind you that you still pay us ground rent. Oh, you may call it property taxes, but it still goes to us. You see, you need money no matter what you do. If you fail to pay your ground rent to us, we will take your land and sell it to someone who will pay us. Do you think we cannot do this? And with your ground rent we pay for the indoctrination of your children in the public schools we have set up. We want them to grow up well trained into the system of our thinking. Your children will learn what we want them to learn, when we want them to learn it, and you pay for it through your ground rent. Those funds are also used for other projects we have in mind and our contractors are paid handsomely for their work. You may doubt that we own your children, or have such control, but you will find that we do. We can declare that you abuse your children when you spank them and have them confiscated. If they do not show up for school indoctrination, we can accuse you of neglect, thereby, giving them to us. Your children are not yours. They are ours. You must inoculate them, you must bring them to our hospitals if we decree or we will take them from you. You know this and we know this. Through our electronic commerce we are able to see where you are, what you are buying and how much you have to buy things with. Where do you suppose we come up with our monthly financial statistics? Through the Internet and other sources we can even know how you think and what you say. It is not especially important to us what you believe as long as you do what we say. Your beliefs are nonsense anyway. But if you think you have a following, and we perceive that you might be somewhat dangerous to our agenda, we have ways to deal with you. We have a Pandora's box of mischief with which to snare you. We can have you in court so long you will never get out. We can easily drain away all your assets over one pretext or another. We have an inexhaustible fund with which to draw from to pay our lawyers. These lawyers are paid by you in the form of taxes. You do not have this vast supply of wealth. We know how to divide and conquer. Have we not brought down rulers of countries through our devices? Do you think your tiny self will be any match for us? 

YOUR VAIN ORGANIZATIONS And, let us consider your religions and the "moral majority." The "moral majority" is neither moral nor is it in the majority. We have delighted to use this wet noodle of a movement to make ridiculous the Christian faith. The silly men who run that organization always end up with egg on their faces. We have always put them in defense of themselves as we have so successfully done with the NRA. We can make it seem by our media propaganda that the National Rifle Association is actually the New Radical Attackers. Have we not turned the American conservative movement on its ear? If it serves our purposes we can use the conservatives to turn the liberals on their ear. It makes no difference to us but it serves to make you believe there are two sides struggling for their particular position. This helps to make things seem fair and free since everyone has a voice. Actually, there is only one side now with all kinds of masks on, but you are unable to penetrate our purposes. You see, we can do whatever we like and you can do nothing about it. Does it not seem reasonable that you simply obey and serve us? Otherwise, you get eaten up in the resistance you suppose will liberate you. You cannot be liberated. Imagine how you can. We supply your fuel for your cars. We can turn it off whenever we like claiming that there is some sort of fuel shortage. What if your car breaks down? You cannot get parts for it without us. We supply all the money you use. At any whim of our desire we can stop the money supply or cause a complete crash all together. We can then order the president to declare all money worthless and that we will have to have new money. All of your stashes of cash will go up in smoke in a moment's time. Don't you need food? If necessary, we can cause a trucker's strike which would stop deliveries of food to your local store. We can starve you whenever we like. You only have food because we have provided it to you from our table. During the great depression we controlled the food. We heaped mountains of food behind fences and let it rot. The hungry were then made to work in our labor camps even though there was enough and more to feed them. Do you really think you can beat us? You say you will hoard gold coins so you will still have money in the time of the crash. We can simply pass a law which outlaws the possession of gold as we have done in the past. If we find gold in your possession, we would simply confiscate it and put you in prison for breaking the law. While in prison you would be required to work in one of our prison industries. We have so formed a picture of the labor camps in our prisons these days that no one seems to object to them. We tell people that murderers should pay for their own keep. No one seems to consider that we have the power to put tomato growers there also. We can pass laws that prohibit gardens and then make up some scientific reason why you may only buy food from our sources. If someone sees you growing tomatoes, they will report you to us and then we will have you in our fields working for us. Oh, silly nationalists, there is no escape for you, for since long before you were born, we were planning your capture. Your teachers and ministers have been forming your thoughts for us for generations now. You have no idea how to pull out of our influence short of suicide. Go ahead and commit suicide, it will only help us to deal with the excessive population. You cannot hurt us, find us, or even imagine what we are up to. I am throwing you these few crumbs only so that you may, if you have a little good sense, obey and follow our orders. 

YOUR CONTROLLED MIND We run Hollywood. The movies such as Terminator and Armageddon, along with a great host of others, were simply created to get you thinking according to our directions. You have been made to delight in violence so that when we send you off to kill some bad man we have put before you, you move without a whimper. We have placed violent arcade games in your malls to prepare your young minds in the art of battle. We have made you to view our armies and police as the good forces and you submit to things that were unthinkable just a few decades ago. Our artful programs are all designed to help you to submit and even help the New World Order. Star Trek, and other such creations, have taught you to simply obey orders from the new international rulers. Oh, silly people, you thought you were being entertained, while you were actually being educated. Dare I use the words, "brainwashed" or "mind control?" By the way, have you seen the new Star Wars? What a masterpiece of mental manipulation. Humans confer with nondescript beasts of all shapes and sizes and they confer in English. I wonder where those space beasts learned English. Oh, the simpleness of the mind of the citizen. He never considers he is being taken into fairyland. We have placed advertisements for Star Wars almost everywhere you go. You will find them in Wal-Mart, K-Mart, Taco Bell and a host of our institutions of commerce. There is something we want you to learn from this movie. Or, perhaps it could be said, there is something we do not want you to learn. Either way, we will have what we want in the whole affair. Of course, to keep you off guard we have instructed our elected officials to appear to be correcting the evil of our violence. President Clinton is now speaking against violence in Hollywood movies. This will not solve the problem, but will only make the people believe the problem is being worked on. Sex and violence are the very best powers to use to help us gain our advantage. How the people loathe to give up their sex and violence, so we place all they want before them. In this way, we keep them so occupied they do not have the integrity or brain power to deal with the really important matters which are left entirely in our hands. President Clinton has been very helpful to us. We knew of what character he was before we placed him as president. Exposing him was very helpful in adjusting the moral habits of the youth downward. This is to our advantage. Even more agreeable to us were the vain efforts of those who thought they could remove him against our will. He is useful to us and he will not be removed by anyone until we are ready to have him removed. Excuse me if I seem to be mocking your system of beliefs, but they are rather outdated. Have you no eyes to see your vain liberties and your righteous pontifications are nothing before us? You can only do what we say you can do. We remove presidents when we are ready and the leader we set up will be there until it serves us to have another. At that time we place our purposed leader before you and you vote for what we want. In that way we give you the vain voting exercise in the belief you had something to do with placing your president in office. 

OUR UNFATHOMABLE MYSTERIES Our recent war in Serbia has many purposes to it but we do not speak of these things openly. We let the talk show hosts blather all sorts of nonsense but none of it touches the core. First of all, there is a wealth of natural resources in Kosovo that we must have complete control of. Kosovo has large supplies of uranium in its soil and uranium is very helpful to our regime. Also, it suits us to keep all such minerals out of the hands of potential enemies. Milosovic has not been helpful in giving those resources into our hands so we simply make things difficult for him until he does. Even now victory over Yugoslavia is imminent. We are reducing that proud nation to the level of humility we require from all people. After the war, if Mr. Milosovic does not sufficiently humble himself, we will take him to the world court charged with war crimes. We made up that term; rather ingenious, don't you think? How could there be such a thing as a war crime? The very nature of war is that the rules are off. It is so entertaining to watch the nations try to fight war according to the laws we have placed before them. The only war crime there really is only involves the crime of being against us. Anyone against us is violating our law. As you have seen when someone is for us we do not care what they do. Was not Nelson Mandella [sic] a bomb toting terrorist who killed many of his enemies? We made a hero of him. We observe no laws when it comes to war. We do what we want, when we want and where we want. We can starve nations to death, we can ruin civilians and any other horror for which we would take our enemies to court. Look at our example. We bomb Serbia out of its wits, bomb Kosovans out of their homes, poison their rivers and streams, turn off their electricity making a grand crisis in that country, and then we masterfully make it appear it is all Mr. Milosovic's fault and he needs to go to court for it. It is the same way we made our inferno at Waco look like Mr. Koresh's fault. Then there was our chief villain, Saddam with all of his weapons of mass destruction. Bad men are a dime a dozen and we can conjure one up whenever it suits us. This is really quite funny when you think of it. I am not one who is usually given to humor, but I do catch myself laughing sometimes at the absolute absurdity of the notions we place before you and you readily accept. Do you wonder that the leaders of the world tremble at our presence? They know they have no power except the power we give them. We have no fear of Russia or China for we are already in full control of their system of things. China knows that we can freeze any number of its corporations in America and all of its capitol at the stroke of a pen. We use the nations for what we want to use them for. Everyone knows that they must yield to us or die. Fortunately, we have had a few resisters such as Saddam and Milosevic that have been helpful in showing the world leaders what we will do to them if they do not submit. There is only glory in following our purposes and doing what we say. If one does not, there will be such a sad and tragic result. I would really have you spared of such an end. But, then, again, if you are not spared, it is of no consequence to us. We will use you to alleviate some of the overpopulation problem. 

YOUR SILLY REBELLION AGAINST OUR DOMINION Some of you have thought you could stop us by placing a bomb in one of our abortion clinics or in a government building. Silly souls! How can that hurt us? All that does is give us an example to use so that we might place more controls and heavy burdens on the population. We love it when you rebel and blow something up. You are our reason for making more laws against all those things which might contribute to your freedom from us. If someone did not blow something up on occasion, we would have no justification in placing more hedges about you. Can't you see how impossible it is for you to resist us? The more you wiggle, the more we squeeze. Our kingdom is the kingdom of money. Excuse me, but I must confess that we are the rulers of the kingdom of non-money. You must see the humor in that statement. We have given you a piece of paper or some numbers on a computer screen that we have termed money. It is backed up by nothing and proven by nothing but what we say it is. We create it from nothing, we print it, we loan it, we give it its value, we take its value away. All things that have to do with money are in our hands. Think of it, what is it that you can do against us without money? If you try to resist, we can cancel your credit or freeze your accounts. Your cash is easily confiscated. We have made so many rules in the realm of living that you cannot live without money. Camp on government land and you must move in two weeks. You cannot grow much of a garden in two weeks. Many of our wilderness trails are entered by permit only. We have passed laws that do not allow you to live in trailers over a certain period without moving to another location. Have you not thought it ridiculous that we will allow a man to live in a box full time but we will not allow a man to live in an RV full time unless he is in a taxpaying campground? We want you to be in the system. When you are buying a house, we not only receive the tax revenue to use for our purposes, but we gain large increases from the interest on the loan. You may pay for your house two or three times over from the interest alone. The interest is also taxed which is again placed for use in those sectors of influence we choose. We do not want you to escape free and that is why we have made it as we have. You are our property. We will not permit you to buy or sell unless you submit to our mark of authority. If you go to court against us, we will wear you out there and in the end you will lose. If you use violence, we will end up having you in one of our labor camps, more specifically called prison industries. You need our money, our entertainments, our fuel, and our utilities to function and if you don't have them, you feel deprived. By this, you are made to yield to our will. You don't even know how to think anymore since we have thoroughly emasculated your religions and your faith in God. Now, you only have yourself and we have gotten that self pretty well chasing its tail these days. I hope this little note is sufficient to inform you what the new millennium is all about. The 21st century is our century. You may enter it if you do as you are told. We have no intention of playing around with your so-called human rights or your so-called Constitution. These things were only used for our purposes for a time. Your Constitution is a joke to us and we can do with it what we please. It never occurred to you that 50 years ago your Constitution was used to refuse abortions. When we decided to have abortions legalized we used the same Constitution to justify it. Your human rights are what we say they are and your Constitution is what we say it is. We have only used this phrase of human rights to keep things sufficiently in turmoil. The more things are unsettled, the better we like them until we have everything in complete servitude. This little letter may offend you, since I speak so plainly, but that truly is no concern of ours. Too bad isn't it? For all of you zombified sheep that is.......

Because of a misunderstanding between us and the delegate whom we were working with, the following resolution was prepared and submitted immediately after the deadline for filing new resolutions in the Virginia General Assembly.

However, because the resolution is entirely in the correct form for the Virginia legislature, and because of the timeliness of its subject, we hope something like it may be adapted and introduced in some other state legislature.  State action we think is essential in moving this project forward.

HOUSE JOINT RESOLUTION No.____

WHEREAS, a global tax imposed by the United Nations affecting all U. S. citizens, including citizens of Virginia, will be formally proposed at a U. N. International Conference on Financing for Development March 18, 2002 to March 22, 2002 in Monterey, Mexico; and

WHEREAS, a high level panel has recommended creating within the United Nations an International Tax Organization to administer such a tax, either on international currency transactions or fossil fuel consumption; and

WHEREAS, the ITO would be expected to operate an information exchange requiring the United States to share financial data on U. S. taxpayers with other countries; and

WHEREAS, the ITO could also help implement drastic changes in how nations shape their tax policies, and could restrain tax competition which now benefits the United States; and

WHEREAS, once a United Nations tax is in place, the world government body will have independent funds estimated in the hundreds of billions, sufficient to further control our nation, regardless of what lesser sums may be requested from, or contributed by, the United States government itself, or what objections may be raised by the U. S. administration; and

WHEREAS, documents have already been circulated to end the U. S. veto in the U. N. Security Council, and a bill establishing an international tax has already been introduced in the
U.  S. House of Representatives; and

WHEREAS, despite strong objections by the United States government, the United Nations is continuing to obtain signatures from other nations ratifying a new International Criminal Court, which threatens criminal prosecutions against individual U. S. citizens for unspecified crimes, without trial by impartial jury, without rules of evidence, or the right of appeal to another court, and without protections secured by the United States Constitution; and

WHEREAS, the United Nations is continuing its efforts to disarm all American citizens despite the Second Amendment of the U. S. Constitution preserving the unalienable right of citizens to keep and bear arms; and

WHEREAS, a United Nations Desertification Treaty has already claimed jurisdiction over 70 percent of the earth's land area; and

WHEREAS, under provisions of the United Nations Biodiversity Treaty, policies have been developed and carried out in the United States for government to take increasing amounts of land out of the hands of farmers and other small individual owners, which policies threaten continuation and survival of the free enterprise private economy that has made this nation successful; and

WHEREAS, all efforts to merely reform the United Nations to bring its policies and practices more in accord with our nation's cherished principles of freedom under limited constitutional government have failed; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the United States Congress be urged to pass the American Sovereignty Restoration Act (H.R. 1146) introduced by Representative Ron Paul, of Texas, to withdraw the United States from the United Nations and to remove headquarters of the United Nations from the United States; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Speaker of the United States House of Representatives, the President of the United States Senate, and the members of the Virginia Congressional Delegation in order that they may be apprised of the sense of the Virginia General Assembly in this matter.
